TCA was hired by the largest borough in Lancaster County to develop innovative strategies for growth and redevelopment. After an extensive visioning process, the final plan incorporated all elements required by the Pennsylvania Municipalities Planning Code (MPC) plus specialized features addressing the unique needs and areas of the Borough. By focusing on the historic character and neighborhood structure of the Borough and identifying inappropriate design elements, the Plan set the stage for Comprehensive Zoning Ordinance Amendments and facilitated several initiatives of the Borough Economic Development Corporation. The Plan was adopted in July 2001.
