For the Lancaster County Conservancy, TCA led an intensive 14-day planning effort focused on historic Safe Harbor Village. Intended to serve as a prototype for future Smart Growth Initiatives, our 2007 plan was prepared following a thorough analysis of the 192-acre site with key stakeholders, a review of village history, and a 2-day workshop to plan for 120 homes and the preservation of approximately 72% of this site’s natural and cultural resources. TCA designed an intentionally compact, pedestrian-friendly village expansion with mixed housing types, responsible land use, and maximum resource stewardship. The historic Safe Harbor neighborhood served as our model for thoughtful future development within this rural community.
