The Putnam Group’s Thomas Payne envisioned a traditional neighborhood constructed on 48 acres located between the historic village of Odessa, DE and the nearby Rout 1 bypass. TCA and an Odessa architectural firm prepared Conceptual Land Use Plans depicting a variety of housing types located in close proximity to a new elementary school and a future retail area serving both Odessa residents and Route 1 travelers. Our plans also depict a proposed hotel, neighborhood businesses, offices, the proposed school, an expanded Odessa Memorial Park, and shared parking facilities. Municipal representatives have enthusiastically approved these traditional development patterns which were inspired by their own existing village.
