Thomas J. Comitta, AICP, RLA, ASLA
As President and Founder of Thomas Comitta Associates, Inc., (TCA), Tom serves as Principal-In-Charge and
Operations Manager. He is an expert in communications and has utilized his verbal and graphic skills
for many TCA assignments relating to: town planning; landscape architecture; expert witness testimony;
citizen/public participation; preference surveys pertaining to community development; and land planning
mediation. He is a frequent lecturer at planning and land planning seminars and workshops, and conducts
training sessions on town planning, open space planning, and traditional neighborhood development.
Tom promotes a humanistic and sustainable approach to planning and design through careful consideration of
the historic context of towns, neighborhoods and landscapes.
Edward A. Theurkauf, RLA, ASLA
As a Senior Landscape Architect and Land Planner at TCA, Ed serves on numerous projects for municipal and
private clients. His primary roles are in plan review and evaluation, design, and expert witness
testimony. He devotes his practice to future land use patterns that protect the environment,
encourage community, sustain economic vitality, alleviate traffic congestion, and promote agriculture.
He believes that compact development with substantial open space, together with planning and development
practices to strengthen and revitalize towns and cities, provide a necessary alternative to suburban
sprawl. Ed promotes a humanistic and sustainable approach to planning and design based on respect for
traditional patterns of cities, towns, farms, and forests.
Nanci Sarcinello, AICP, Principal of Sarcinello Planning & GIS Services
Municipal planning and GIS consultant to TCA. She performs all of TCA’s GIS mapping and analysis and assists on comprehensive plans, open space and recreation plans, urban revitalization plans, and ordinance preparation. Nanci holds an MA in Geography and Planning from West Chester University, where she is now on the faculty teaching courses in GIS and environmental planning. Nanci combines her knowledge of planning principles with her technical GIS skills to enhance our understanding of community characteristics and to enable more informed decision-making
Jennifer Leister is a municipal planner with Thomas Comitta Associates,
Inc. (TCA), where her work focuses on zoning ordinance preparation, comprehensive planning, and
public participation. With more than five years experience as a public sector planner at the municipal and
county levels, Jennifer is highly organized and brings strong written and communication
skills to her work with TCA’s clients She also has considerable experience working
with diverse interest groups to promote development that is attractive, sustainable, and
socially and economically vibrant. Jennifer is deeply committed to building stronger communities through neighborhood
and downtown revitalization. She currently serves on the Town Center Board as Design
Committee Chair in her neighborhood of Swarthmore, Pennsylvania.
Cathy has been an invaluable part of the design team at Thomas Comitta Associates, Inc. (TCA) for the past fourteen years. As an Administrative Assistant, she has performed a multitude of tasks including word processing, project documentation, and office management. Within these many tasks, Cathy utilizes her high organzantional skills with an emphasis on detail to produce a result that is professional, accurate, and on schedule.
Cathy’s responsibilities include assisting with project documentation involving Land Development Plan Reviews, Comprehensive Plans, Zoning Ordinance Amendments, Project Manuals, and Project Proposals. She is highly skilled in both verbal and written correspondence techniques and is fluent in computer based programs.
Daniel Mallach is a Land Planner and Landscape Designer with Thomas Comitta Associates, Inc. His background is in cultural landscape management and wildlife ecology; particular skills include outdoor education, playground design and safety assessment, and historic site preservation.
Dan has worked with various institutions and government entities, including the cultural resources divisions of the United States Air Force and the United States Army Corps of Engineers. Through this work, he has learned to value multiple perspectives, with a mind toward preserving community assets and traditions, and developing lasting, sustainable places. As a Certified Playground Safety Inspector, Dan appreciates children as one of our greatest community assets.
As a Land Planner and Landscape Designer, Heather’s responsibilities include land use planning, plan review, and design development. Heather has a strong belief in the value of creating pedestrian friendly mixed-use neighborhoods, preserving open space networks that protect our natural resources, and working with the public to encourage participation in community and environmental planning. As a former wilderness therapy counselor, Heather lived outdoors year round with groups of teenagers building shelters and trails in the North Carolina mountains. These experiences culminated in a love for the outdoors and a desire to advocate for social and environmental issues.

As a Branch Office Manager, John is responsible for site design and land
planning for various municipal, institutional, educational, commercial, and residential projects. He is
also accountable for a range of project duties including coordination with consultants,
budgeting, public presentations, and overall project management. John has over 18 years
experience as a landscape architect and has worked on both private and public sector
projects throughout Pennsylvania and Maryland. His written, oral, and graphic skills have served numerous clients and communities which
strive to create, restore, and enhance their built and natural environments.
Megan East is a Landscape/Site Designer with Thomas Comitta Associates, Inc.
(TCA) With over eight years of prior experience in the architectural field, she has a passion for both
the natural and built environment. Combining her love of art, architecture, and nature,
Megan creates designs for both public and private landscapes. Focusing on historic preservation and historic reuse, Megan has developed
specific interests in urban revitalization. Since 2005, she has served on the Lancaster City Shade
Commission and has successfully integrated her love of nature to benefit t the city in which
she dwells. Her dedication, attention to detail and architectural experience aid Megan in her responsibilities
at Thomas Comitta Associates, Inc. Her duties include assisting in design projects
and plan production.
As a Senior Landscape Architect with Thomas Comitta Associates, Inc., David provides over 25 years of diverse experience within the field. David is a dedicated landscape architect with an innate ability to envision the finished product. He possesses the drive, ambition, and knowledge to meet and exceed our client’s expectations.
David’s work experience covers a broad range of projects including residential and commercial design,and master planning for schools, churches, and parks. David prides himself in keeping informed of the latest trends and material availability in order to provide numerous options in creating aestheticly pleasing, creative, and functionally sound designs. As his designs proceed towards implementation, David can also provide projected cost estimates, as well as construction observation, to ensure that our, as well as the client’s visions, are implemented.
